This study holds that Governance of public enterprises is a crucial issue for the social and economic development of Tunisia for three main reasons: first, the Tunisian revolution sparked a debate on the governance of institutions and public companies to the extent that a number of cases linking the Ben Ali clan in public institutions emerged; Second, at a time when the fiscal room is more limited, it is important to identify potential fiscal risks associated with public institutions and companies; Third, they play an essential role in key sectors of the Tunisian economy such as banking, transport and industry and therefore impact the economic and social aspects very importantly today. This report is a diagnosis on the issues of governance of public companies in Tunisia. Given the importance of the subject, the study has not only focused on institutional patterns or internal corporate governance but covers other aspects, namely the identification of potential fiscal risks or control issues. However, this diagnosis is not a document containing detailed case studies on the performance of public enterprises in Tunisia. The Water Supply Augmentation Project of Lebanese has an objective to increase the volume of water available to the Greater Beirut and Mount Lebanon area. The project consists of four components. The first component will finance: (i) construction and construction supervision of the Bisri Dam and the associated access road; and (ii) construction and construction supervision of the conveyor pipelines to the existing Joun reservoir and the associated access road; two (2) hydropower plants, generating 0.2 megawatt (MW) and 12 MW respectively; and expansion of the Ouardaniyeh water treatment plant (WTP). Component two will finance priority activities, complementary to construction of Bisri dam, to ensure the long term sustainability of water service delivery across the GBML. Component 2 will finance: (i) technical assistance to the MOEW, BMLWE and CDR on the operation and maintenance of dams; (ii) technical assistance to the MOEW and BMLWE on management of Beirut Mount Lebanon (BML) water resources; (iii) technical assistance to MOEW and BMLWE in developing and implementing awareness raising campaigns on the economic benefits of switching to the public water network and eventual volumetric metering water supply; (iv) environment and social mitigation measures including the construction of sewerage networks in the upstream catchment villages, as described in the Environmental and Social Management Plan (ESMP). Component three will finance: (i) strengthening capacity of core Project Management Unit (PMU) within CDR to oversee project implementation; (ii) continued engagement of the Dam Safety Panel (DSPE) as per Bank policy requirements and of the independent environment and social Panel of Experts; and (iii) supervision of the ESMP. Arab Republic of Egypt - More jobs, better jobs : a priority for Egypt
Much of the current debate around the recent economic crisis in the Arab Republic of Egypt has focused on unemployment. Although unemployment is an important marker of labor market health, the jobs problem in Egypt precedes the recent crisis and is manifested markedly in other labor market metrics. Indeed, the link between growth and unemployment in Egypt is weak, particularly for men. This chapter argues that the reason for this weak link is partly related to decades of flawed industrial policies that have discouraged investment in employment-generating activities. Industrial policies, including those implemented in the mid-2000s, were never focused on mitigating market failures to promote the emergence of fast-growing, high-productivity firms. Instead, they have worked to preserve insider privileges, leading to growth in sectors that are not labor intensive. West Bank and Gaza - Additional Financing to the Second Phase of Municipal Development Program Project : restructuring
The objective of the Additional Financing (AF) to the Second Phase of Municipal Development Program Project for West Bank and Gaza is to improve the Recipient's municipal management practices for better municipal transparency and service delivery. The changes under the AF include: (i) a change in the project development objective, or PDO to reflect the Gaza municipal service emergency response; (ii) a restructuring of the project components to include an additional component for the Gaza Emergency investments financed by the AF; (iii) a revision of procurement arrangements in line with OP/BP10.00 paragraph 12 to allow simplified procurement procedures; and (iv) a revision of the RF to include result indicators measuring the performance of activities financed by the AF. A one year extension of the closing date of the original grant, from February 28, 2017 to February 28, 2018 would be necessary to absorb the additional funds. No changes would be made to the implementation arrangements with the Municipal Development and Lending Fund (MDLF) being fully responsible for all project implementation, safeguards, fiduciary, monitoring and reporting arrangements. The current safeguards instruments in place for the parent operation are sufficient and in full compliance with the Banks OP/BPs.
