UfM Ministerial Conference on Strengthening the Role of Women in Society

Mon, 11/27/2017 - 11:19am

27 November 2017, Cairo.- The 4th UfM Ministerial Conference on Strengthening the Role of Women in Society will take place on 27 November 2017 in Cairo, Egypt. The Conference will gather Ministers of the 43 Member States of the Union for the Mediterranean responsible for women affairs and gender equality, under the Co-Presidency of the European Union and the Hashemite Kingdom of Jordan.

Following the previous UfM Ministerial Conferences on Strengthening the Role of Women in Society, held in 2006 Istanbul, in 2009 in Marrakech and in 2013 in Paris, the Ministers will meet to further support women and girls of the Euro-Mediterranean region in their quest for empowerment and equality.

A Regional Dialogue process on women empowerment, involving the UfM countries and the concerned stakeholders in the Euro-Mediterranean region, preceded this Ministerial Meeting. This regional dialogue process was launched on December 4th 2014, and identified 4 areas to be assessed, which are:

  1. To raise women´s participation in economic life.
  2. To improve women’s access to leadership and decision making positions.
  3. To change stereotypes through education and culture.
  4. To combat violence against women and gender-based-violence.

Progress in each area was appraised through working group meetings, and a Progress Report was produced to feed into the conclusions of this UfM Ministerial Meeting.

International Youth Day: investing in youth is investing in development and stability

    Fri, 08/11/2017 - 9:50am

    • Representing nearly 60% of the total population, young people constitute one of the greatest assets for stability and development in the Euro-Mediterranean region.
    • The new action-oriented Roadmap of the Union for the Mediterranean (UfM) is centred on young people’s potential to promote stability and development.
    • Over 15 regional cooperation projects are endorsed by the UfM to empower youth, targeting directly more than 100,000 young men and women in the region.
Young men and women are a source of creativity, innovation and positive change if an enabling environment is provided to facilitate their full participation. They are the region’s most valuable asset and must be at the heart of the Mediterranean agenda. Young people play an important role in energising development, growth, poverty reduction and societal wellbeing, as well as in fostering regional cooperation and integration. Their active participation in intercultural exchanges and dialogue is key. Young people in both the North and the South are ambassadors of the shared values that we seek to advocate and promote; they are the promise of a better future. Almost 60% of the regional population is currently under the age of 30, and the number of young people under the age of 15 is forecast to increase by over 18% by 2020. 2.8 million young people enter the job market each year in the region. However, with an average of about 30% youth unemployment and around 50% for young women, the region has one of the highest youth unemployment rates in the world. The International Labour Organisation estimates that the region’s Gross Domestic Product (GDP) could increase by $25 billion by 2018 if the youth unemployment rate is cut by half. In this context, the UfM embraces the celebration of International Youth Day under the theme “Youth Building Peace” to underline the urgent need to enhance the untapped capacities of young people for the socio-economic development and stability of both shores of the Mediterranean. Youth is at the core of the UfM’s regional strategy. Under the active leadership of the UfM Co-Presidency held by the EU and Jordan, the UfM offers a unique platform for regional cooperation based on common strategies that represent the commitment of its 43 Member States to a regional agenda for peace, stability, inclusive growth and sustainable development. Concrete and tangible results have been achieved by the UfM and its partners in the region:
    • Political Forum/Ministerial meetings: at the 2nd UfM Regional Forum, held in Barcelona last January under the theme “Mediterranean in Action: Youth for Stability and Development”, UfM Foreign Affairs Ministers agreed to launch a Positive Agenda for Youth in the Mediterranean through facilitating higher education, vocational education and training (VET), employability, health, youth empowerment and mobility, and mainstreaming gender equality, thus promoting social inclusiveness.
    • Regional Policy Platforms: structured regional dialogues on topics such as employment, women’s empowerment, education, youth employability and mobility regularly involve an important network for cooperation in the Mediterranean including international organisations, parliamentarians, civil society organisations, international financial institutions, development agencies, private sector representatives, universities and think tanks. These platforms follow up on decisions taken at the Ministerial level, thereby ensuring implementation of concrete initiatives and projects on the ground such as the Mediterranean Initiative for Jobs (Med4Jobs).
    • Regional Cooperation Projects: the main objectives of over 15 of the 47 UfM-labelled projects are empowering young people and enhancing their capabilities, skills and economic inclusion. The activities range from promoting entrepreneurship and access to finance to vocational training, employability, mobility and social engagement. Of the 200,000 beneficiaries directly targeted by UfM-labelled projects, more than 100,000 are young men and women.
In the words of UfM Secretary General, Fathallah Sijilmassi: “It is unfair to limit our region only to the negative dimensions. It would be an injustice to the millions of Mediterranean young people whose daily achievements are remarkable in so many fields. They are the very people, in the South and in the North, who represent the best assets and success stories of the region. They must be at the centre of a positive agenda for the Mediterranean.” More Information: Some of the flagship projects specifically targeting young people are:

Presentation of the study “How regional integration leads to youth employment in the Euro-Mediterranean region”

    Thu, 07/20/2017 - 1:02pm

20 July 2017, Barcelona. The objective of the conference is to present the results and conclusions of the study co-led by IEMedEMEA and with the collaboration of the EMNES network entitled “Youth employment and regional integration in the Euro-Mediterranean region”.

The study examines how regional integration can provide both short-term and long-term solutions to the employment crisis in the Euro-Mediterranean region.

    • First, the current state of affairs, challenges and policies as regards to youth unemployment and regional integration in the Euro-Mediterranean region are described.
    • Second, the impact on youth employment creation through regional integration of Mediterranean countries is quantified.
    • Finally, qualitative scenarios on job creation, long-term challenges are devised and policy recommendations to foster youth employment and employability in the region are formulated in light of the alternative scenarios devised and drafted with a specific focus on the role of the Union for the Mediterranean.

UfM, UNDP and UN Women join efforts toward strengthening the role of women and young people in preventing violent extremism in the Mediterranean region

    Thu, 07/20/2017 - 10:00am

Violent extremism has become a serious threat across the world, including the Euro-Mediterranean region. It affects human security and economic stability, as well as the well-being, dignity, and rights of people. Preventing violent extremism is a topic high on the policy agenda of many governments in the Euro-Mediterranean region. Until recently, the challenges presented by violent extremism have been evaluated primarily through security lenses. However, evidence and experience show that success against violent extremism will require responses that addresses political, social, and economic drivers with a human rights based approach. While traditional counterterrorism approaches are essential to detecting, averting, and addressing violent extremism and terrorist plots, prevention focused programs provide a way to reduce the threat in the long-term. A growing body of evidence shows also that women and youth can and do play active and important roles in preventing extremism and radicalization. They have the ability to delegitimize extremist narratives in their communities and take an important role in designing and shaping effective programmes and strategies. Within this context, a two-day meeting was jointly organized by the UfM Secretariat, UNDP, and UN Women on 18-19 July, 2017 in Barcelona, which brought together more than 40 experts, practitioners and advocates in peace and security and PVE. The objective was to take stock of current research and experience on preventing extremism and radicalization with a specific focus on the roles of women and youth, while also discussing approaches and lessons learned at the regional and national levels and identifying needs and key areas for future interventions in the Euro-Mediterranean region. The meeting provided a platform for participating experts with a broad range of expertise to interact and strategize the development of more nuanced, tailored and effective PVE strategies. The experts, emphasized the impact of violent extremism on populations, and in particular spoke of the often overlooked impact on women and youth in particular. To this end the meeting reaffirmed that while women and youth can play a significant role in PVE, they need to be supported and empowered to do so. It was noted that the drivers of recruitment and radicalization vary according to local context, and as such, prevention strategies must be tailored and nuanced in order to be effective. Furthermore, these strategies must be better-coordinated among practitioners, local authorities, regional and multilateral organizations, and civil society in order to achieve sustainable impact. As a follow-up to the experts meeting, a joint regional action plan between the UfM, UNDP and UN-women will be developed and implemented with the aim of supporting and empowering women and youth to prevent violent extremism in the Mediterranean region. In the new UfM Roadmap for Action, endorsed by UfM Foreign Affairs Ministers at the UfM Regional Forum of last January in Barcelona, they agree that, “through its activities, the UfM joins regional and international efforts to address socio-economic root causes of terrorism and extremism, and it should be developing further projects and initiatives of high impact with a special focus on youth employability and women empowerment”.
